The Emperor’s “eyes in the sky” have always been a source of controversy as numerous human rights organizations have accused the Imperial Service of violating citizens’ civil liberties with this widespread and intense surveillance. But the war on terrorism and domestic insurgency demands no less, and the Imperial Service has continued to broaden the scope of its Special Air Division, notably in the aftermath of the tragic events of the Japanese Uprising.
